Graduated from Political Science Department of Tokyo University (1923), and then became clerk at Tetsudo-in (Railway Bureau). Went to U.S.A. and France for study (1922).
President of Osaka Kotsu Tanki Daigaku (Osaka Junior College of Transportation).
Served as adviser of Expert Committee for Transportation of League of Nations, chief of Documents & Archives Section of Railway Minister's Secretariat and private secretary to Railway Minister and then was appointed director of Railway Bureau (1931).
Served then as railway inspector, counselor of Osaka Dentetsu Rengokai (Osaka League of Electric Railway Association), member of Osaka Chiho Kotsu Iinkai (Osaka District Transportation Committee) and member of several other associations and committees for transportation. Became senior managing director of Keihan (Kyoto-Osaka) Electric Railway Company (1940), chairman of the same company (1942), director of Hankyu (Osaka Express) Electric Railway Company (1943), chairman of Transportation Committee of Osaka District Land Planning Committee, chairman of Osaka District Administration Inspection Committee of Railway Ministry and member of Kinki Road Transportation Committee and thereafter became president of Kyoto Unso Kaisha (Kyoto Transportation Company) (1949) and president of Kyoto Railway Station Kanko (Tourist) Department Store (1952). Holds additional posts at Kinki Motorcar Transportation Company and chairman of Horie Taxi Company.
