Chin Pang-cheng passed the examinations held by the bureau of the educational mission to the United States and was sent to America as a government student in 1909. He first attended Williston Northampton School, Easthampton, Massachusetts, and Cornell University in 1910, specializing in forestry, receiving his Bachelor of Science and Master of Forestry degrees in 1913 and 1914 respectively.
Upon returning to China, he organised the bureau of forestry for Anhui and also opened a forestry department in the Anhui Provincial Agricultural School. He was a president of the Peking Government Agricultural College from 1917 to 1920 and president of Tsinghua University between 1920 and 1922. Mr. Chin served as a director of the Chinese educational mission to the United States in 1922.
