Mr. Chao attended St. John’s University at Shanghai, graduating with Bachelor of Arts degree in 1906. He was sent to America as a government student, where he studied political science at Cornell University and the University of Wisconsin, receiving from the latter Bachelor of Arts degree in 1910 and Master of Arts degree in 1911.
He was a vice-president of Tsinghua College (later Tsinghua University) in 1913 and in that capacity, revisited America. Chao Kui-tsai worked as an acting director of the Chinese Educational Mission at Washington D.C. around 1915 to 1916.
Mr. Chao was an acting President of the Tsinghua College (later Tsinghua University) at various times from 1914 to 1917. He also was a director of the Chinese Educational Mission at Washington in 1920. Between 1922 and 1925 Chao Kui-tsai was reappointed vice-president of the Tsinghua College (later Tsinghua University).
