Mr. Chow Pei Chen was born in Nanzing, Zhejiang in 1883.

In 1901 Mr. Chow passed successfully the civil examination.
After the Boxer Rebellion Mr. Chow took up a business career but when the reform movement spread over China, he joined Dr. Sun Yat-sen’s Democratic Party. At the time of the revolution he was one of the strong advocates of the republican form of government and devoted much of his time in maintaining the peace of Jiangsu and Zhejiang.
In 1917 Mr. Chow he was appointed president of the Bureau of Governmental Properties of Zhejiang. He resigned his post the following year, and in 1919, organized with some prominent merchants of Shanghai the Chartered Stock & Produce Exchange, which was then a new enterprise in China and of which he is still one of the managing directors. The next year he was elected a member of the committee of the Shanghai General Chamber of Commerce.
In 1923 Mr. Chow was appointed Vice-President of the Board of Finance of the Kuomingtang Party. He was a liberal supporter of charitable organization and public works and in politics was always a loyal supporter of Dr. Sun. He did much to spread the doctrine of democracy.
