Mr. Fang graduated from the Beijing (Peking) Military College in 1908.
Fang Pen-jen was an ex-Military Governor of Jiangxi (Kiangsi). In 1927 he was appointed an advisor to the Headquarters of the Commander-in-Chief of the Nationalist Revolutionary Forces. The same year Mr. Fang served as a commander of the 11th Nationalist. Army. In 1928 he became a member of the Taiyuan Division of the Central Political Council. Fang Pen-jen was a member of Hubei (Hupeh) Provincial Government and concurrently Commissioner of Civil Affairs for Hubei (Hupeh) during 1929.
In 1930 Mr. Fang was appointed delegate of General Chiang Kai-shek to Mukden to persuade Chang Hsueh-liang to suppress the Northern Military Coalition at Beijing (Peking) on behalf of the Central Government. Since 1931 he became counsellor of the Military Advisory Council.
