In 1934 he was a professor of international law at the University of Catania, at the University of Genoa in 1935, at Milan University in 1938, and since 1956 at Rome University.
He was a president of Italian Society of International Organizations. He was a member of the International Law Commission from 1956 to 1979 and served as its chairman from 1964 to 1965.
