In 1973, he studied at MGIMO University under the USSR Ministry of Foreign Affairs.
Since 1973, he held different posts in USSR MFA central office and abroad.
In 1994, he was the Minister Councilor of the Russian embassy in the Republic of India.
From 1998, he was Deputy Director of the Third Department of Asia of the Russian Ministry of Foreign Affairs. In 2000, he was the Minister Councilor of the Russian embassy in the Federal Republic of Yugoslavia – the representative of the Russian Federation in the Office of the High Representative in Bosnia and Herzegovina.
Since October 2002, being responsible for the OSCE, regional and common issues, he held the position of Deputy Director of the Russian FM European Cooperation Department.
Since 10 October 2005, he has been Ambassador Extraordinary and Plenipotentiary of the RF in the Republic of Zambia.
On 31 July 2008, he was appointed Permanent Representative of the Russian Federation to the OSCE in Vienna (Austria).
