1914-1917 commanded company, then battalion in Russian Army at the front. 1917-1918 elected regt commander. From 1918 in Red Army.
1918 member. Higher Military Inspectorate. 1919-1920 military comissar, 3rd Infantry Division, then brigade commander in 9th Infantry Division. 1919-1921 active in Civil War on Southern Front and in Transcaucasia.
1920-1921 commanded 9th Infantry Division. 1921 commanded infantry corporations 1922-1923 commandant and comissar, Kronstadt Fortress.
1923-1925 commandant, Vystrel Higher Infantry School. 1925 assistant commander, Turkestani Front. Summer 1925 replaced Blyukher as chief adviser in Chiang Kai-shek’s forces.
Intrigued against Chiang Kai-shek, siding with his main rival Wang Tsyn-wei. Spring 1926 returned to Union of the Soviet Socialist Republics. 1926 commanded infantry corps: 1927-1928 head, Red Army Command Board.

1931-1934 head, Naval Inspectorate, Union of the Soviet Socialist Republics People's Commissariat of Workers and Peasants’ Inspection. 1934-1935 member, Party Control Commission, Central Committee, All-Union Communist Party (Bolsheviks) and head of its Naval Group. 1934-1938 member, Party Control Commission, Central Committee, All-Union Communist Party (Bolsheviks).
