As People's Commissariat of Internal Affairs chief arranged for use of prison camp labor for construction of White Sea and Volga-Moscow Canals and for building of railroads, resulting in the death of hundreds of thousands of workers. November 1935 promoted Commissar-General of State Security. September 1936 replaced and appointed Union of the Soviet Socialist Republics People's Commissar of Communications.
April 1937 dismissed from this post. March 1938 sentenced to death in trial of “rightist-Trotskyist center”. Member, Union of the Soviet Socialist Republics Central Executive Committee of several convocations.
1930 at 16th Party Congress elected candidate member, 1934 at 17 th Party Congress elected member, Central Committee, All-Union Communist Party (Bolsheviks).
