Originally an historian and political radical, he turned increasingly to economic and then statistical questions. His economics was analytically unremarkable but his teaching, partic
ularly his Jena seminar, inspired many economists of the historical school. His achievements in the statistical field include the founding of the Thuringian Statistical Office in 1864.
