In the beginning of the Great Patriotic War in 1941 he was seven years old. And less than a year later, he was elected to the Communist Party committee as assistant secretary of the party committee for ideology, and less than 3 years later Pavlovich Afanasyev was elected as the secretary of the party committee of the institute. The election of Pavel Pavlovich Afanasyev in 1972, as the second secretary of the Leningrad RK CPSU in Moscow was a big surprise for him. In 1976, Afanasyev was elected as the first secretary of the RK of the CPSU. After five years working in the RSFSR State Committee on vocational education, Pavel Pavlovich received a new appointment - to the State Committee on Science and Technology of the USSR - the head of the information and personnel department. Pavel Pavlovich was the official representative of the USSR at the International Center on Scientific and Technical Information at the Council for Mutual Economic Assistance (CMEA). After working for the SCST for a little less than a year, Pavel Pavlovich was invited to the State Planning Committee of the USSR for the post of head of the education department, culture and health protection. The financing in the State Planning Committee was sharply reduced. And in this situation Pavel Pavlovich Afanasyev decided to go to his first company MKB "Fakel". The post of Deputy General Developer of Economics was offered to him. Two years later, a call came from the State Committee for Higher Education of Russia (later called the Ministry of Education and Science of Russia). The proposal is to become the deputy chairman (deputy minister) of this committee on economic and financial issues. Pavel Pavlovich gives his consent. In 1996, Pavel Pavlovich had a massive heart attack. After that, Pavel Pavlovich made a difficult decision - to leave the civil service.
