Mr. Hu was born in Changzhou, Jiangsu, China, in 1889.

He attended Tangshan Engineering and Mining College, Tangshan, from 1906 to 1910. Mr. Hu went to America and studied mining engineering at Massachusetts Institute of Technology, and received his Bachelor of Science degree in 1916, also received his petroleum engineer degree from University of Pittsburgh in 1917.
Hu Po-yuan worked as an assistant geologist in eastern Kentucky oil field for the Sun Oil Co., as assistant metallurgist for Jones Laughlin Steel Works, South side, Pittsburgh, and as metallographist for Edgewater Steel Co., Pennsylvania between 1917 and 1919. After return to China, he joined Lungyen Iron Works, West Peking, as metallurgical engineer in charge of the construction work of the blast furnace and other structural works, from 1919 to 1923.
He served as an engineer in charge of the blast furnace section in Tayeh Iron Works from 1923 to 1927. between 1927 and 1930 Mr. Hu held the positions of a Director of Mines, Ministry of Agriculture and Mining, also professor in Central University. He was appointed Director of Mines by the Ministry of Industries during 1930-1931. In 1932 Mr. Hu resumed his offoce as a senior technical expert. Hu Po-yuan was a Chairman of Arrangement and Executive Committee of the National Mining Metallurgical and Geological Exhibition held in Tianjin, July 8-28, 1934.
