Prokopiy was born on July 18, 1904, in Repetz, Zadonskiy district, Russian Federation.
He graduated from the Agronomy Faculty of the Voronezh Agricultural Institute (1927). In 1925-1929 a researcher of the Stone-Steppe Experimental Station named after V.V. Dokuchaev (see the Scientific Research Institute of Agriculture of the Central Chernozem Zone named after V.V. Dokuchaev).
In 1929-1933 he was the head of the department of the Voronezh Regional Experimental Agricultural Station. In 1933-1935 he was an assistant professor at the Voronezh Higher Communist Agricultural School. Since 1935 Associate Professor, Professor, Head (since 1936), Department of Soil Science at Voronezh State University. In 1943-1946 Dean of the Faculty of Geology, in 1948-1955 Vice-Rector. In 1967-1985 Director of the Research Institute of Soil Science at Voronezh State University. Member of the Central Council of the All-Union Soil Science Society at the USSR Academy of Sciences. Since 1950, the chairman of the Voronezh branch of the All-Union Society of Soil Scientists. One of the authors of the soil map of the Voronezh region, soil maps, zoning of the Central-Black Soil region and other maps. Scientific interests: agrochemistry, soil science, water regime and properties of black soil, study of the absorption capacity of soils (P2O5; SO24), and the absorptive capacity of soils in different natural zones of the country.
More than 400 scientific works have been published, including more than 20 monographs and textbooks, they are: "The Nature and Economy of the Gremyachensky District" (Voronezh, 1953), "Soils of the Voronezh Region" (Voronezh, 1963), "Agrochemical Characteristics of Soils of the Central-Black soil zone "(Moscow, 1963, together with EP Tikhova).
