McDowell, Robert Alan was born on March 21, 1945 in Casper, Wyoming, United States. Son of Lyle Wilton and Mildred Elizabeth (Jones) McDowell.


AS in Forestry, Casper Junior College, 1968. Bachelor of Science in Biology, University Wyoming, 1971. Master of Science in zoology, physiology, University Wyoming, 1973.


Assistant fisheries biologist Wyoming Game & Fish Department, Jackson, 1968, Laramie, 1969-1972, fisheries management research specialist, project leader, 1973-1985, fisheries management research specialist I Buffalo, 1985-1987, fisheries management research specialist II (area fisheries supervisor), since 1987. Chairman 1980 fish division meeting workshop Wyoming Game and Fish Department, Laramie. Advisor Wyoming Outdoor Council Platte River Task Force, Saratoga, 1977-1979.
