Riggs, Robin L. was born on May 10, 1953 in Salt Lake City. Son of Elvin Loy and Cleo (Judd) Riggs.


Bachelor with honors, University Utah, 1977. Master in Public Administration, Brigham Young University, 1982. Juris Doctor, Brigham Young University, 1982.


Associate general counsel Legislation Research and General Counsel, Salt Lake City, 1982-1992. Senior counsel Tax Recodification Commission, 1984-1990. General council to governor, since 1992.

Executive director Utah Constitutional Revision Commission, Salt Lake City, 1985-1992. Member advisory board University Utah Graduate School Social Work, 1987-1997. Member board trustees Utah Lawyers for the Arts, 1988-1997.

People can get salvation through the grace of God, but also through their own actions. Part of the work of salvation has been done through the redemption of Jesus Christ. However, people have to work hard in order to attain the full quality of eternal life.
