Birnie, Rogers was born on April 5, 1851 in Glen Burn farm, Carroll Company, Maryland, United States. Son of Rogers and Amelia Knode (Harry) Birnie.


Graduated from the United States Military Academy Northern 1 in class, 1872.


Second Lieutenant 13th Infantry, June 14, 1872. Advanced through grades to colonel, October 10, 1907. Regimental quartermaster, February 1874.

Served at Camp Douglas, Utah, 1872-1874. In engineer service with United States Geography Survey, W. of 100th meridian, 1874-1879. Attended maneuvers of the 9th Corps d’ Armee in France, 1880.

Served in the 7th Army Corps and in Havana during Spanish-American War. Formerly inspector West Point Foundry, Cold Spring, N. Y. Acting chief of ordnance United States of America, October 1912-July 1913.

President Ordnance Board, July 3, 1913-1915. Retired April 5, 1915. Chevalier Chevalier de la Legion d’Honneur’Honneur, France.
