Saiten Tamura was born in 1889 Kanazawa, Japan.
Tamura Saiten graduated from Tokyo Academy of Fine Arts and a disciple of Kogyo Terasaki.
He eventually became an official critic and a judge for fine arts.
One of his works Yumeclono (Hall of Dreams) was exhibited at the Teiten (1925), and another Hochi-shunsho (Pond in a Spring Evening) (1927) won him a special prize.
