Sakahiko Komura graduated from Law Course of Junior College Department of Chuo University in 1927.
Sakahiko Komura entered Home Ministry. He served successively as local police inspector, chief of Special Police Section of Tottori, Kagawa and Niigata prefectures, administrative official of home affairs. Moreover Sakahiko was a head instructor at Police Training Institute, private secretary to Prime Minister Konoe, director of Police Department of Ehime Prefecture, chief of General Affairs Section of National Land Bureau of Home Ministry, director of Police Bureau of Osaka Prefecture and director of Research Bureau of Home Ministry. When Sakahiko resigned from the government service, he established Shinsei Bunka Kyokai (New Life Cultural Society). He also was a President of Tokyo Mujin (Mutual Loan) Company, Ltd; Tokyo Jutaku Mujin (Housing Mutual Loan) Company, Ltd; and Chief director of Shinsei Bunka Kyokai (New Life Cultural Society).
