In 1935 became a diplomatic student secretary of Ministry of Foreign Affairs assigned to France in the same year. After returning, worked in several offices of the ministry, holding concurrent posts in Ministry of Finance, Ministry of Great East Asian Affairs and the Cabinet Planning Board. Appointed chief of the Third Section of the Economic Bureau of the Ministry of Foreign Affairs (1945), chief of the First Section of the Asia Bureau (1951), Consul General at Geneva (1952), and attended many international conferences held in Geneva as Japan's representative. Assigned to the Deliberation Office of the ministry as councilor (1954).
