After serving as an engineer of the Mie Prefectural Office and the Imperial Household Ministry, he studied abroad. After returning to Japan, he became a professor at Waseda University and maintained the Sato Construction Office. He planned and directed the construction of the Nisshin Life Insurance Building, Tokyo Municipal Hall and the Fuzambo Building.
