In 1916 was made a lieutenant general. In World War I, he was commander-in-chief of the Japanese forces in China. He reformed the Dojin Hospital in Shanghai and had a branch hospital built in Hankow. In 1921, he founded the Japan Foodstuff Company with a view to improving the food supply situation in Japan.
