Seiji Noma graduated from the Gumma Prefectural Normal School and the Middle School Teachers Training School attached to Tokyo University.
Seiji Noma founded the Yiibenkai Publishing Agency (1910) which published the magazine Yuben (Eloquence) and the Kodansha, which published the Kodan Club. For the Kodan Club, Noma had old feudal romances rewritten by novelists to suit the modern taste. The two publishing agencies were merged into the Nippon Yiibenkai Kodansha, which published the King and other popular magazines. Became president of the Hochi Shinbun and a director of the Nihon Paper Manufacturing Company.
He was taught at the Okinawa Middle School and then became an education superintendent in Okinawa Prefecture.
Rightist in his ideas, he worked with the motto: Service to the country through magazine publishing.
