Sergey graduated from the Faculty of Investigation and Criminalistics of Karaganda Higher School of the Ministry of Internal Affairs of the Russian Federation (1979) and the Academy of Management (1999). In 1992, he presented a candidate thesis, and in June 2004-a doctorate thesis.
Since 1979, Girko had worked as a criminal investigator, chief criminal investigator and Head of the Investigation Department in the system of the 8th Main Department of the Ministry of Internal Affairs of the Russian Federation. He was also a member of the Soviet Union Track Team.
Since February 1987, Girko had been a Lecturer, a Senior Lecturer, since 1992 – an Associate Professor of the Obninsk Branch of the All-Russian Institute of Advanced Training of Employees of the Ministry of Internal Affairs of the USSR (the Russian Federation).
In 1994, Girko was transmitted to the Department of the Inquiry Organizational and Methodological Support of General Administration for Protection Public Order of the Ministry of Internal Affairs of the Russian Federation: he became Chief Inspector for Special Assignments, Deputy Head, Head of the Department (till September 1998).
In 1999-2000, he was Deputy Head of Administration for Interaction with the Federal State Authorities of the Ministry of Internal Affairs of the Russian Federation. He was sent to hot spots by the Ministry of Internal Affairs on several occasions and took part in combat hostilities himself.
Since November 2000, Girko was Deputy Head of the General Administration for Protection Public Order of the Ministry of Internal Affairs of Russia – Chief of Administration for granting licenses work, since November 2001, - Deputy Chief of the General Administration for Protection Public Order – Chief of the Administration for preventive work of Protection Public Order Service of the General Administration for Protection Public Order of the Ministry of Internal Affairs of the Russian Federation.
On April 30, 2002, Sergey was appointed Chief of General Administration for Protection Public Order of the Ministry of Internal Affairs of Russia.
Girko wrote more than 120 scientific papers about the problems of criminal procedure activities of militia and other topical issues concerning crime activity struggle.

Sergey is married and has two children. His wife is an Assistant Principal, the son is a police officer.
