Sergey Olegovich worked at the Ministry of Foreign Affairs in 1982-1991, then was a lecturer at the Moscow State Institute of International Relations in 1991-1993 and engaged in private consultation.
Member of the Moscow City Duma in 1993-1996; he participated in the development of the Charter of the city of Moscow, the author and co-author of many bills on the regulation of budget and tax issues, the development of the business environment.
Sergey Olegovich was the member of the State Duma of the Federal Assembly of Russia (December 1999 – April 2001). Chairman of the Chamber of Control and Accounts of Moscow (1995-1999), under his leadership the Chamber was admitted to the European Organization of Supreme Audit Institutes (EUROSAI), thus confirming that the organization and activities of the Chamber comply with internationally recognized standards. Auditor of the Audit Chamber of Russia (since April 2001). At the same time, since 2002, head of the Department of Financial Law of the Finance Academy under the Government of the Russian Federation, editor-in-chief of the federal journal "Banking Law".
In 2006-2012, was a Deputy Head of the Federal Customs Service, Lieutenant General of the Customs Service. Since November 2007, Deputy Head of the Federal Customs Service for customs clearance and control, non-tariff regulation, currency and export control, implementation of new information technologies.
Sergey Olegovich Shokhin is married; has three daughters and two sons.
