He graduated from Brooklyn College with his B.A. in 1955 and M.A. in 1958, both in history. In 1963 he received his Ph.D. in education from New York University.
Lachman worked as a Professor of History and Political Science at Kingsborough Community College of CUNY beginning in 1963, serving as Dean of the Mid-Brooklyn campus beginning in Fall 1965.
On February 15, 1996, he was elected to the New York State Senate, to fill the vacancy caused by the election of Martin M. Solomon to the New York City Civil Court. Then he was re-elected four times and remained in the State Senate until 2004, sitting in the 191st, 192nd, 193rd, 194th and 195th New York State Legislatures. Besides, Lachman was Deputy Minority Whip from 2003 to 2004.
Subsequently, he taught at Adelphi University. In 2008 he became the Director of the Hugh L. Carey Institute for Government Reform at Wagner College.
Lachman entered politics as a Democrat. He was a member of the New York City Board of Education from 1969 to 1974, and was President of the board from 1973 to 1974. On February 15, 1996, he was elected to the New York State Senate, to fill the vacancy caused by the election of Martin M. Solomon to the New York City Civil Court. Lachman was the chairman of the National Committee Middle East Studies of the Greater New York Conference on Soviet Jewry from 1980 to 1983; president of Bensonhurst Community Council, Brooklyn, from 1962 to 1965; Council of Jewish Organizations, from 1976 till 1981, then since 1987; and chairman of the Interfaith Coalition of Concern on Cults.
Besides, Lachman was a member of the Politics of Education Association and Phi Delta Kappa.
He married Susan Altman on December 24, 1961. The couple has 2 children: Elliot, Sharon.
