He graduated from the Law Department, Tokyo University (1890).
Career
Formerly a retainer of the Choshu Clan (Yamaguchi Prefecture). Was a counselor of the Cabinet Legislative Bureau and chief of the Local Administration Bureau, Home Ministry. He was Chief Cabinet Secretary in the first and second Katsura cabinets and appointed Education Minister in the third Katsura Cabinet (1912). Was nominated a member of the House of Peers.
