He graduated from Economics Department of Doshisha University in 1919.Then studied in U.S.A., England, France and Germany, receiving a degree of Doctor of Philosophy at Wisconsin State University.
After returning home in 1927 he became lecturer of Economics Department of Doshisha University and then professor at the same university.
Later he served successively as counselor of G.H.Q., member of Advisory Committee for Labor Education and member of Labor Committee of Labor Ministry.
Upon invitation of International Educational Association went to U.S.A to lecture on labor situation in Japan in 1948. With support of Rockefeller Foundation continued to study and inspect the actual conditions of labor problems in U.S.A. and as Japanese representative attended Pacific Problem Research Conference in New York.
Returned home in 1950. Holds additional posts of member of Kinki Subdivision of Japan J.L.O. Association, director of Rosei Kyokai (Labor Administration Association) and member of Kansai Management Committee of Japan Pacific Problem Research Council.
