Shigemune Itakura was the eldest son of Katsushige Itakura, Lord of Sekiyado Castle in Shimo-osa (Chiba Prefecture) with a fief of 50,000 koku.
Shigemune Itakura was personal attendant to Shogun Hidetada Tokugawa and distinguished himself during the Osaka campaign (1614-1615). Later held office of head of police for 30 years and showed his ability as a wise administrator. As a judge it is said that he ordered a screen to be set between him and the court so that he could render justice impartially.
