Shih-hao Li served in the board of revenues before the 1911 Revolution. He was a chief Chinese inspector of the Salt Gabelle in 1916, director-general of the Bank of China in 1917, vice-Minister of Finance in 1917, Minister of Finance and concurrently director-general of the Salt Administration and director-general of the currency reform bureau in 1919-1920.
Then he was ordered to be arrested for his membership of the Anfu Club in 1920. He took refuge in the Legation Quarters for two years, but was pardoned in 1923 by President Li Yuan-hung. Mr. Li was re-appointed Minister of Finance in 1924. He was with Chang Hsino-liang in 1930.
