He was born in Tsao-yang, Hupeh, China (Ting-sheng Wei) in 1891.
In 1916 Ting-sheng Wei graduated from Harvard University with Bachelor of Arts degree, and became Master of Business Administration in 1918. He studied at Harvard Graduate School in 1919-1920.
Tingsheng Shengfu Wei worked as a professor of banking and finance at Government Teachers' College in Nanking, China in 1920-1921, professor of banking and finance at Communications University and Yenching University in Peking, China, economist in the Head Office of the Bank of China in Peking, China in 1927-1928.
Later he held various positions in the Ministry of Finance as secretary, commissioner of the National Tariff Commission, Acting Director of the Customs Bureau, and chief, tariff division of the Customs Administration. He was also a member of the Legislative Yuan.
