Background

Mr. Huang was born in Zhengzhou, Henan, China, in 1890.

Education

Huang Shih-heng received his advanced education in America and graduated from the University of Iowa in 1917 with Bachelor of Arts degree and from Columbia University in 1918 with Master of Arts degree.

Career

Mr. Huang worked as a president of Changsha Commercial College, Hunan, in 1925. Since 1926 he acted as an industrial commissioner for Changsha and concurrently dean of Hunan University. Huang Shih-heng held the position of a commissioner of Education of Hunan Provincial Government during 1927-1929. He was a member of the Hunan Provincial Government since 1932.
