Shikibu Takenouchi was born in 1712 in Niigata, Japan.
He was a student of the Suika school of Shintoism under Isai Tamaki.
During the Kyo-ho Era he went to Kyoto with his physician-father where both of them served Sanemori Daitokuji.
He became lecturer in Japanese history to young nobles and gentlemen (1757), to whom he expounded the sanctity of the National Constitution and the relations between a sovereign and his subjects. The Shogunate took offense to his teachings and as a result purged the entire Shirakawa family of Yoshida (head family of Shintoists) and exiled Shikibu to Hachijojima Island, which sentence he could not fulfill as he died on his way at Miyakejima Island.
