Shin-ichiro Kurino entered the Ministry of Foreign Affairs in 1881 and served as Head of Investigation Bureau, secretary of communications department, principal of Tokyo Post and Telegraph School, Head of Bureau of Political Affairs, Minister to America in 1894 then resident Minister in Italy, France and Russia. Returned to Russia as Ambassador prior to outbreak of Russo-Japanese War. In 1904 Ambassador to France became an Ambassador to France.
