After having received his preliminary education in Hunan, Mr. Peng entered Yenching University in Peiping, China and graduated there with Bachelor of Arts degree in 1923.
Following his postgraduate work at the same university, Shu-jen Peng first served as secretary to the Director-General of the Northwestern Frontier Defense Forces and later as secretary of the China Foundation for the Promotion of Education and Culture. Under the National Government, he has served in both the Ministry of Foreign Affairs and the Ministry of the Interior and was Head of the International Publicity Section of the National Opium Suppression Commission.
