Shumpu Rai was born in Aki Province, Hiroshima Prefecture in 1753, a younger brother of Shunsui and uncle of Sanyo.
He studied Confucian literature and medicine in Osaka in his youth. While in Osaka, he was a close friend of Nishu Bito.
Shumpu Rai returned to native place. He attended his parents constantly and never left his home again.
A gentle-mannered man, he never became indignant. Known for his erudition, he was revered by all people in his native place.
The name of Sanyo's famous book, Nihon Gaishi, was suggested to him by Shumpu.
