Shun-ichi Suginohara was born in Kumamoto Prefecture in 1897.
He graduated from Law Department, Kyoto University, where he specialized in civil law and labor law.
Shun-ichi Suginohara was appointed chief professor at Law and Literature Department, Hokkaido University and served concurrently as chairman of the Hokkaido District Labor Relations Board.
He joined the Japan Communist Party (1948), resigning as professor at the same time.
