Shunzo Nonaka was born in 1896 in Fukuoka Prefecture, Japan.

In 1921 Shunzo Nonaka graduated from Law Department of Tokyo University. From 1929 to 1931 Shunzo studied in Europe as overseas researcher.
Shunzo Nonaka entered Railway Ministry and became assistant secretary. He served then at Accounting Section of Tokyo Railway Bureau.
Later he became railway official stationed in London and served as section chief at Sendai, Osaka and Tokyo Railway Bureaus and the head office of Railway Ministry and thereafter was appointed director of Sendai Railway Bureau in 1940.
In 1942 Shunzo retired from government service. He became director and president of Taiwan (Formosa) Branch of NihonTsuun Kaisha (Japan Express Company) (1942), vice-president (1943), president (1945) and chairman (since 1956) of Nishi-Nippon Tetsudo Kaisha, director of Oita Kotsu Kaisha (Transport Company), vice-president of Nihon Jidosha Kido Kaisha (Japan Motorcar & Railway Company) (1950), and president of Chikuho Electric Railway Company (1951) and president of Kyushu Tochi Kogyo Kaisha (Land Industry Enterprise Company).
Shunzo Nonaka held various additional posts including those of director of Radio Kyushu Broadcasting Corporation, Nihon Koku Kaisha (Japan Air Lines Company) and Izutsuya Department Store and auditor of Fukuoka Country Club. Also he serves as permanent director of Shitetsu Keieisha Kyokai (Private Railway Owners' Association), Nihon Kotsu Kyokai (Japan Transport Association) and Federation of Economic Organizations.
