Meacham was born on March 12, 1932 in Cincinnati, United States; the son of Standish and Eleanor (Rapp) Meacham.
Meacham received a Bachelor of Arts degree from Yale University in 1954. Seven years later he earned his Doctor of Philosophy degree from Harvard University.
Meacham began his career as an assistant professor of history at Harvard University in 1962 and had held it for five years. In 1970, he became a professor of history at the University of Texas. Since 1998 Standish has been a professor emeritus at the same university. Also he served as a chairman of the history department at the University of Texas from 1969 to 1972 and again in 1984-1989. In 1989, Meacham took a position of a dean of College of Liberal Arts of the University of Texas, where he worked until 1992.
