Despite Republican sponsored laws and organizations to aid the Southern Negro after the war, the South gradually slipped from Republican hands. The "bloody shirt," that continual reference which Republicans used to discredit Democrats as rebels and tormentors of the Negro, continued to be used as a campaign issue well into the 1870's.
