In 1923 Suemitsu graduated from Law Department of Tokyo University and a year after this became a student official of Ministry of Foreign Affairs in France.
Suemitsu Kadowaki became official of the secretariat of the League of Nations stationed at Paris (1927), ana assigned to Third Section of the Treaty Bureau of Ministry of Foreign Affairs (1930). During the above period attended various international conferences. He was in China as secretary of the Embassy (1934-1938) and concurrently consul at Tientsin and Tsing- tao. Suemitsu Kadowaki appointed chief of the Personnel Section ot the Ministry (1940) and councilor of the Japanese Embassy in Soviet Union (1943). Appointed Minister to Iran (1954). Resigned from this post (1955) and became Vice-Minister of Foreign Affairs. Appointed Ambassador to Soviet Russia (1957).
