Sumiyoshi Kawamura studied and served at the Naval Academy.
As an officer attached to the Naval Academy, Sumiyoshi Kawamura did much for the training of cadets and was instrumental in having 10 British naval officers brought to Japan as instructors. He was promoted rear-admiral (1872) and for meritorious services rendered during the Sei nan-no-eki (1877) was created a Count, then adviser to the Imperial Court and later Privy Councilor.
