Kuoh T. C. graduated from the Wucheng School in Nanjing, Law College and the Tianjin New Learning Institute.
Mr. Kuoh served in the War and Interior Affairs Departments under the Manchu regime. From 1913 to 1920, he was successively chancellor of the Ministry of Foreign Affairs, interpreter in the Secretariat of the Senate and member of the Investigation Committee of the National Wine and Tobacco Taxes Administration. Kuoh T. C. held the post of a Consul of the Chinese Consulate in Nagasaki, Japan, between 1920 ans 1927. He was a Consul of the Chinese Consulate, Surabaya, Java, since 1928.
