He studied at the Daigaku Nanko, predecessor of Tokyo University and studied in France (1875-1881).
He became an official of the Home Ministry. He directed construction of Osaka harbor and represented Japan at an international road conference in Paris (1908). Went to China (1917) to investigate flood damage in that country. His major works included construction of the Osaka municipal waterworks system, Osaka harbor and riparian work on the Edo River.
