In 1930 entered Japan Red Cross Society and was commissioned to make investigation of social work. As member of Japan Red Cross Society's Social Work Committee attended the 2nd International Social Work Conference in Germany (1932).
Appointed member of House of Peers (1933), vice-councilor of Japan Red Cross Society (1935), member of Chuo Shakai Jigyo Iinkai (Central Social Work Commission) (1938), councilor and vicepresident of Japan Red Cross Society (1940) and vice-chairman of Tuberculosis Prevention Society (1944) and became president of Japan Red Cross Society and chairman of Kekkaku Yobokai (Tuberculosis Prevention Society) (since 1946).
Attended meeting of Board of Directors of International League of Red Cross Societies held in Monte Carlo and was appointed director of the league (1950). Went to Peking as head of Japan Mission to Red China to negotiate for repatriation of Japanese nationals still remaining in China (1953). The same year visited Moscow to accelerate repatriation of Japanese nationals detained in the Soviet Union.
