Career
Takatoshi was a member of Tosa clan in Kochi Prefecture, he was a superintendent officer during the civil war between the Imperial Court and the Shogunate (Bostivn-no-eki) (1868). Later he was a governor of Saga Prefecture and showed his administrative ability during the Saga Affair (1874). After this accompanied Toshimichi Okubo to China. Returning home he was posted governor of various prefectures till he was appointed Minister of Agriculture and Commerce
