Tamaki Shirane was born in 1903 in Oita Prefecture, Japan.
In 1929 became clerk at Postal Life Insurance Bureau and thereafter served as chief of Subscription Section of Kyoto Central Telephone Bureau, postmaster at Fukui City, chief of Planning Section and director of Business department of Tokyo Local Communications Bureau and then as chief of various sections of Postal Life Insurance Bureau and Director-General's Secretariat of Gijutsuin (Technical Board), director of Sapporo Teishinkyoku (Sapporo Communications Bureau) and director of Personnel Affairs Department of Communications Minister's Secretariat. Appointed director of Chokinkyoku (Savings Bureau) (1950) and became director of Kan-i Hokenkyoku (Postal Life Insurance Bureau) of Ministry of Postal Services (since 1951).
