He graduaded from English law section, Tokyo University.
He was appointed an administrator in Kanagawa Prefecture and later secretary of the Legislative Bureau. Chief Cabinet Secretary under Premier Taro Katsura in 1913, under Premier Shigenobu Okuma in 1914 and under Premier Takaakira Kato in 1924. An astute leader of this political group, he was appointed Justice Minister in 1928 and Railway Minister in 1932.
He participated in the organization of the Rikken Doshikai Party, which was renamed Kenseikai and then Rikken Minseito.
