He graduated from Tokyo University in 1914.
Career
He was appointed secretary of the cabinet, counselor of Bureau of Legislation, governor of Tottori and Ishikawa prefectures and director of Shrine Bureau of Home Ministry, governor of Tokyo (1937), Vice-Minister of Home Affairs (1938), chief director of Soldiers' Protection Society, vice-chairman and then chief director of Doho Engokai (Compatriots' Protection Society) and governor of Toyama Prefecture (1947).
He was elected to House of Councilors (1952 and 1953). He was a member of House of Councilors and chairman of Political Affairs Research Committee of Ryokufukai Party. He was a chairman of Toyama Prefectural Social Welfare Council and Toyama Prefectural Fire-Fighting Association and Toyama Prefectural Izokukai (Society for Protection of the Wai Bereaved), vice-chairman of Japan Fire-Fighting Association and director of Japan Red Cross Society.
