In 1910, graduated in law from Tokyo University.
Tetsuzo Watanabe was appointed professor of the faculty of economics of his alma mater. Then he became chief secretary and later director of Tokyo Chamber of Commerce and Industry. Retired in 1934.
Meantime was elected to House of Representatives and served as vice-chief of the Administrative Inquiry Commission of Minseito Party. Also served as member of several other committees. After World War II became president of Toho Motion Picture Company and settled the company's serious labor troubles before retiring.
