Theodore Thomas Flynn was born on August 8, 1902, in Indianapolis, Indiana, United States, to Thomas Theodore Flynn and Adelaide (Jones) Flynn.
Flynn graduated from the Indianapolis Technical High School.
At the age of fourteen, Flynn joined the merchant navy to take a trip around the world. Before he became a writer, Flynn also worked for a railroad company as a brake operator and served with Merchant Marine as a stoker and ship’s carpenter.
In 1924 he began to write fiction for pulp magazines, using the name T.T. Flynn. He published sea stories based on his own experiences and other stories he had heard. He began to write full-time in 1925. Flynn sold his first stories to Flynn's, a detective magazine edited by William J. Flynn.
Flynn decided to take flying lessons after Lindbergh’s 1927 flight across the Atlantic. It allowed him to make his Air Stories credible.
In the 1930s he began to write westerns. At that time he lived in a trailer and explored the American West. He also began to cooperate with Street and Smith’s Western Story Magazine. Because of the World War II paper shortages, Flynn began to turn out westerns for the newborn paperback market. In 1954 he made his sale to the Saturday Evening Post.
Flynn stopped writing in the 1960s.

Flynn married Gertrude Allen on November 17, 1920, their marriage was annulled. He remarried Mary C. DeRene on May 10, 1923. Unfortunately, she died on August 11, 1929. Flynn married for a third time but divorced in 1935. Then he married Helen Brown on August 1935. Flynn had a child prior to fourth marriage - Mary Celelia. He had also children from the fourth marriage - Thomas B. and Richard M.
